Where can I recycle developer bottles (toner) from a copier machine?

The Canon Clean Earth Return program does not accept developer bottles, or other containers. This would include the Canon GPR 4, 16, and 17 toner cartridges. The cartridges currently in the Clean Earth program are cartridges that can not be recycled by normal means, because they contain moving parts. Does this mean I can just throw them away?

how do i fix a canon copier that say’s check toner/drum when Ive allready replaced them?
